A shared-health vision shaped for Namibia.

Lasting health gains come from seeing people, animals and water as part of one connected system.

PRECARE mobilises practical expertise, equipment and funding around confirmed rural needs, working with local authorities, ministries, universities, research and health institutions, and partner organisations across Namibia.

Our work is built around three pillars.

Tonderayi Prosper MagezaFounding member and ChairpersonRead biography

Tonderayi Prosper Mageza is a sustainable business development professional and PhD candidate in Management Sciences at the University of Innsbruck, Austria. As Chairperson of PreCare Foundation Namibia's Board of Directors, he brings a career built on advancing sustainable practices in global business and governance to the Foundation's mission of extending essential health care to underserved communities. He serves as a board member and expert consultant to organisations across Namibia and Austria, including as a member of the UNESCO-UNEVOC Bridging Innovation and Learning in TVET Expert Group. He holds a Master's degree in Innovation and Management from the Salzburg University of Applied Sciences, focused on tourism sustainability, experience design, business artificial intelligence and entrepreneurship. His research centres on development and climate finance mechanisms alongside artificial intelligence tools that strengthen governance and advance sustainability. He previously headed the Tour and Safari Association of Namibia and has worked and led initiatives at Walt Disney World in Orlando. He has spoken at the European Forum Alpbach, Lucerne Dialogue and the Future Hospitality Summit Africa.

Dr. Ralf KühnFounding member and TreasurerRead biography

Dr. Ralf Kühn is a specialist in internal medicine and nephrology. For almost 25 years, he has operated his own medical practice in Germany, focusing on dialysis, lipid apheresis, hypertension and metabolic diseases. He has always been passionate about medical projects in remote areas, particularly in Namibia. He became a member of the SMile South Africa Association, which works with engineers from the Fraunhofer Institute on water and disinfection solutions for remote communities. Since 2007, Dr. Kühn has also served as a director of the Living Culture Foundation Namibia. Under the foundation's leadership, seven traditional museum villages have been established as places of learning and exchange in remote areas of Namibia. Drawing on his experience as a specialist, he hopes to contribute to sustainable improvements in people's living conditions through medical education, laboratory screening, research, vaccinations, health awareness and basic medical care. Dr. Kühn serves as Treasurer on the Board of PRECARE.

Petrus KatotaFounding member and SecretaryRead biography

Petrus Katota is a public health and laboratory professional with nearly two decades of experience in medical laboratory science, HIV testing, quality assurance and health systems strengthening. He is a Founding Member and Board Member of PreCare Foundation Namibia and a BFCU Doctoral Alumni Community member. He brings his expertise, leadership and passion for community development to advancing health, social impact and sustainable, people-centred solutions in Namibia.

Dr. Lothar SchäferFounding memberRead biography

Before his retirement, Dr. Lothar Schäfer served as deputy director of the Fraunhofer Institute for Thin Films and Surface Technology IST, where he was responsible for research strategy and coordination. He earned his diploma and doctorate in physics from Philipps University in Marburg, Germany. He is a founding and advisory board member of Condias GmbH, Germany. He received the Technology Transfer Award from the Braunschweig Chamber of Industry and Commerce in 2009 and the Science Award from the Stifterverband der Deutschen Industrie in 2010. Lothar contributes more than 30 years of experience in development and technology transfer as a consultant. In 2023, he became a founding member of SMile Solutions, Smart Infrastructure Solutions for the Last Mile Ltd in Stellenbosch, South Africa. As a founding and board member of PRECARE, his work focuses on collaborating with local partners to develop and implement technological solutions for underserved populations in southern Africa.

Dr.-Ing. Joachim KoschikowskiFounding memberRead biography

Dr.-Ing. Joachim Koschikowski is a mechanical engineer who has worked for more than two decades with the Fraunhofer Institute for Solar Energy Systems in Freiburg, Germany. He leads a research and development group working on water treatment and separation technologies and has been closely involved in projects developing and implementing solar-driven desalination and purification systems for freshwater production in remote areas in the MENA region and Namibia. Together with Frank Neumann and Lothar Schäfer, he initiated two projects to develop mobile healthcare platforms for sub-Saharan Africa and became a founding member of SMile Solutions in South Africa and PRECARE Foundation Namibia. His vision for PRECARE is to support tailored technologies that improve living conditions in underserved areas and enable participation in global technological progress.

Hilkka M’lungaFounding member and Managing DirectorRead biography

Hilkka M’lunga is the Managing Director, Board Member and founding member of PreCare. She has worked in the healthcare and pharmaceutical sector since 2015, gaining experience in pharmaceutical services, stakeholder engagement, partnership development and community-focused health initiatives. Her professional journey has also included entrepreneurship and business development. As a Business Developer at Omnicare, she contributed to relationship management, identifying business opportunities and supporting the development of strategic partnerships. These experiences have helped her develop a practical understanding of the healthcare environment and the importance of collaboration in creating sustainable solutions. Hilkka holds an Honours Bachelor’s degree in Microbiology and Biochemistry from the University of Namibia and a Master of Public Health in Epidemiology and Biostatistics from the University of Cape Town. Her academic background has strengthened her understanding of public health, disease prevention, health data and evidence-based decision-making. At PreCare, she contributes to the company’s strategic direction, business development, stakeholder relations, governance and day-to-day operations. She is committed to continuous learning and to advancing accessible, preventive and people-centred healthcare solutions that improve community health outcomes.

Dr. Panduleni Hailonga-van DijkFounding memberRead biography

Dr. Panduleni Hailonga-van Dijk is a public health specialist, development practitioner and academic with more than 20 years of experience in public health, development, education, research, policy, programme management and community development. She holds a PhD in Development Studies and a Master's degree in Health Education and Promotion, supported by professional training in healthcare, education, research, programme management and planning. Her expertise includes policy analysis, programme design and evaluation, research, monitoring and evaluation, health systems strengthening and the social determinants of health. She contributed to the development of Health in All Policies for Namibia's Ministry of Health and Social Services. Her additional expertise includes sexual and reproductive health and rights, HIV and AIDS, adolescent and youth development, gender, gender-based violence, community development and capacity building. She founded Seahorse Research and Training Institute and the Young Achievers Empowerment Project and is the author of several books, including A Voyage Through Etosha as Nature's Guest.

Frank NeumannFounding member and Deputy ChairpersonRead biography

Frank Neumann obtained his degree in Physical Engineering from Lübeck University of Applied Sciences and heads the ‘Frugal HealthTech and Sanitization’ team in the ‘Medical Technology and Pharmaceutical Systems’ department at the Fraunhofer Institute for Surface Engineering and Thin Films IST in Braunschweig, Germany. His team develops cost-effective, resource-efficient and needs-based solutions for the healthcare sector, enabling high-quality care even in resource-poor regions and rural areas. With the aim of providing affordable and sustainable healthcare, he developed the mobile healthcare platform PreCare and was awarded the 2025 Fraunhofer Prize for ‘Innovations for a Better Future’. In 2023, he became a founding member of S Mile Solutions (Pty) Ltd in Stellenbosch, South Africa. As co-founder and 2nd Chairperson of PreCare Foundation Namibia’s Board of Directors, his work focuses on scalable tools such as mobile and decentralized infrastructure solutions, patient-centered production systems, sanitation and hygiene (WASH).
